The short answer is that yes, it is possible. One of the many reasons behind this is that your glutes will appear to grow with the more fat you gain. If you're doing cardio, you're burning calories and fat, including the fat on your lower body. This is why I recommend little cardio when trying to put on muscle and heavy lifting (within the 8-12 rep range).
